Sidney Blanchard
Executive Director
Since 1979, Sid has spearheaded Community Access Unlimited. He obtained a Bachelor of Arts degree and Master of Arts
degree in Psychology. Working within the social services field for 35 years with extensive experience within the area of
Mental Retardation, Sid still has the desire to teach, learn, and contribute to society.

Mercedes Witowsky
Associate Executive Director
Mercedes is responsible for agency-wide program and departmental operations. Mercedes is a Certified Special Education
Teacher who has worked in the social service field for over 20 years. Her employment with Community Access Unlimited began
in 1982 as a part-time Paraprofessional assisting six men and women who spent most of their lives in state institutions.
She was then promoted to a supervisory role a year later in the Plainfield Supervised Apartment Program (SAP).

Marsha Tipelin
Managing Assistant Executive Director
Marsha has a Masters degree in Social Work from Columbia University and over 25 years experience in the field of non-profit
management, primarily in developmental disabilities. She has worked with communities, staff, Boards of Directors and
consumers to advocate for community integration and normalization. She has created and expanded programs, worked with the
State of New Jersey to de-institutionalize individuals and implemented agency mission and visions. She also attended Seton
Hall Law School and is happy to be part of the CAU team.
Sheila McDowell
Assistant Executive Director
DD Services
Sheila has direct managerial and programmatic responsibilities for DD Services. This includes members of the Supervised
Apartment Program, Supportive Living Program, Parent Enrichment Program and the Community Support Program. She has a
Bachelor of Arts Degree in Psychology from Upsala College. Sheila has served in the field of social services for 14 years.
Her career at Community Access Unlimited began in 1996 as the coordinator of the Roselle 1 Supervised Apartment Program. In
1999 she was promoted to Team Leader and opened a new Supervised Apartment Program in Summit. Sheila became a Director of
the Supervised Apartment Program in 2001, a Senior Director in May of 2005 and Assistant Executive Director on July 1, 2005.
Sheila has always had an interest in working with people. Her first job was at Greenbrook Manor Nursing Home while still in
High School. Her focus is assisting individuals in improving the quality of their lives and providing quality services to all
persons with disabilities.
Karolina Scutari
Assistant Executive Director
DD Services
Karolina has direct managerial responsibilities over the Member Services department, which consists of the Retired Senior
Volunteer Program (RSVP), Professional Services, Curriculum Development, Advocacy, Recreation and Community Bridge Building.
She has a Bachelor of Arts degree in Psychology and Masters degree in Counseling Psychology from the College of St.
Elizabeth at Convent Station. Karolina has been in the social service field for 10 years in which, as an undergraduate, she
began working in a day program which focused on improving social and recreational skills for people with developmental
disabilities. She later obtained a direct care position with Alternatives, Inc. that led to a promotion managing a parenting
program. Karolina has always been fascinated with psychology and the mind and body connection. She has a true enjoyment of
working with people to assist them in living up to their full potential.
Tanya Johnson
Assistant Executive Director
Youth Services
With over 14 years of experience in the field of Social Work in various positions, Tanya began as a Childcare Worker
at the Berea Children's Home in Berea, Ohio. After relocating to the Tri-State area in 1998 Tanya began her career
at Community Access Unlimited as a Coordinator. In 2000 she was promoted to Assistant Director. Shortly thereafter, she
took the opportunity to become the Director of the program. In May 2005 Tanya was promoted to Senior Director and then
to Assistant Executive Director over Youth Services on January 30, 2006.
