Personal Preference Program (PPP) & Personal Assistance Services Program (PASP)

The Personal Preference Program (PPP) Medicaid Program was founded in 1999 through a federal grant from the Centers for Medicare and Medicaid Services (CMS).

Participants in the program work one on one with our consultants to write monthly budgets that specify how the dollar value of their Medicaid benefits will be used. The participants of this program hire their own personal care assistants and can use some of their benefits to pay for monthly expenses, such as over the counter supplies and equipment.

Community Access Unlimited acts as the state fiscal intermediary for all Personal Preference program participants and provides all fiscal services necessary to enable the participants to act as employers and hire their own workers. PPP staff prepare payroll, and send paychecks to participants to distribute to their workers, report and pay payroll taxes, pay non-payroll expenses items and maintain their accounts.

Eligibility:
– Participants must be over 18 years old
– Be Medicaid eligible
– Qualify for Personal Care Assistant Services (PCA) and need PCA services for at least 6 months
– Be able to self-direct services or choose a representative who can act on your behalf

The Personal Assistance Services Program (PASP) at CAU will assist the self-direction of non-medical assistance to adults with disabilities who are employed, involved in community volunteer work, or attend school.

Personal assistants help with tasks such as light housekeeping, bathing, dressing, preparing meals, shopping, driving, or using public transportation. The number of hours of help that a person receives depends on individual need – up to 40 hours.

Eligibility:
– must be a New Jersey Resident
– physically disabled
– between 18 and 70 years old
– living in the community
– capable of self-directing services
– employed, preparing for employment, in school, or actively volunteering in the community.
